1.	Background
Grassroots activities are spreading for securing safe and healthy conditions at work. Particularly notable are participatory action-oriented workplace improvements conducted by working people themselves. Awareness is growing that participatory activities are essential in implementing continual workplace improvements based on systematic assessment of safety and health risks in each local situation. Valuable experiences are being gained in various places in supporting local people’s participatory work improvement activities at the grassroots level.
It is encouraging that the Work Improvement Network-Asia (WIN-ASIA) is in operation for exchanging positive experiences in improving conditions of small enterprises and rural areas in Asia. Similarly in Japan, numerous concrete experiences are reported. It is timely now to develop networking activities for exchanging these latest experiences and promoting grassroots support activities.

2.	Objectives
The purpose of our network is to promote effective grassroots-level support for safer and healthier conditions at work through the active exchange of participatory programs and their achievements in various places. The network aims at strengthening collaboration between local partners actively engaged in grassroots-level support in this direction. The network will continue to support networking activities with a view to jointly developing and disseminating effective support measures through the exchange of positive experiences and concrete achievements.

3.	Expected outputs
By jointly operating this website, worthy-to-learn good practices in continual improvements achieved in various places are presented in the form easy to search and learn. A particular effort is made to present useful action-tools, such as checklists and information materials, suited to autonomic participatory activities. These tools are presented together with instructions about the ways to apply them in real conditions. These web-based outputs are expected to contribute to human resources development for grassroots support of participatory activities. We hope to build a global link for exchanging positive grassroots experiences in close collaboration with the WIN-ASIA network.

4.	Activities
(1) Collect good practices and improvement examples concerning participatory workplace improvement aimed at safer and healthier work, and present the collected information in an easy-to-search form at this website operated at the Tokyo Occupational Safety and Health Center..
(2) Present action checklists, practical manuals, trainers’ guides and other training materials useful as autonomous participatory action-tools in the manner easy to understand the scope and procedures of their application.
(3) Edit and disseminate information materials relating to autonomous participatory activities for the purpose of supporting participatory action-oriented training for a better place to work.
(4) Publicize widely in Japan and Asia the outputs achieved through the website operation, information services and participatory training support activities, at the same time furthering collaboration with the WIN-ASIA network and presenting its contents in Japanese.
(5) Compile the theories and practices of autonomic participatory work improvement by means of putting these outputs together, and promote their spread at the grassroots level.
